right now, they can only replace existing characters with new ones
but the head dev of SR seems pretty confident they could pull it off some how

i theorize that they'll make use of metal mario and the polygon team for extra slots or reverse engineer it to create a custom one by scratch. (think of BrawlEX or PM's Clone Engine)
