anon, on a mass-storage device like a cd (700MB), the memory savings for all the text in an rpg would be probably around 1 or 2 MB. Moreover, often games use non-standard encodings to represent strings for scripting and formatting purposes. removing that byte might break the game. And as others have pointed out, something like japanese needs 2 bytes to represent characters, and keeping the extra byte when localized was the programmatically smart thing to do.
