Ninja Warriors is one of the best beat em ups on the SNES.
I'd also suggest Sonic Blast Man. It's a bit slow and too hard for its own good, but I love that game and the character (which I knew from the arcade game, which is a real punching game). It's an average beat 'em up but that's not bad.
There are a few japan-only games that were good but can't remember their names now.

Sonic Blast Man.

it's not the best or anything, but it's a fun beat 'em up that doesn't get mentioned often and also stars fucking Sonic Blast Man from the arcade punching game.

There is also a sequel that I haven't played yet.
