I don't know how games were sold in Europe or Japan, but in the US at least a lot of games were sold behind the checkout counters of stores or in small, 2cm by 2cm images in catalogs. There's a bunch of games I remember seeing as a kid that I didn't know anything about but I remembered the cover. Even Toys R Us would often just have the game in a case and you asked for a copy in the front. this was as late as 2010 IIRC.

So that atmospheric piece with two tiny figures walking in a landscape with a windmill in the background? from far away behind a counter, or in a tiny catalog, people aren't seeing the little figures clearly. Just some vague buildings.
