Panzer Dragoon Zwei plays, looks and feels a lot better than the original, Saga is hard to judge because it's a completely different game from a completely different genre.

for me it's Zwei

I'm so thankful for having a Saturn as a kid which gave me access to many obscure titles.
Now that I'm an adult of course I've played most of the famous all time classics from N64 and Playstation but I seriously doubt people who grew up with those consoles even bother with the Saturn so they are the ones who end up missing out.

Sometimes you just want to see something cool happen, something that makes tearing apart a boss more satisfying than a flash of white. What are some games that play well but flex all kinds of technical and artistic wizardry to make that simple shot feel even better?

For me, Panzer Dragoon Zwei is the poster child for top notch presentation. Even the first real boss - an industrial gunship has these limbs you blast off bit by bit, and every time you hit the hull the entire piece of glued together machinery undulates and sways as if it's about to fall apart. Or when you're fighting the giant monster in the forest which can swing from tree top to tree top, flinging boomerangs and obstacles at you until you finally kill it and blood bubbles and pours from its throat while it screams and tries to hold it in. To me these moments stick with you and elevate the game far beyond what it originally was.

Not to take anything away from it because I agree that its really good, but Zwei's is still better, both the ost and the game.

Saga is definitely grander in scope which means there's plenty of wonderful stuff spread around, though there's naturally gonna be some unremarkable things, if not filler. Meanwhile Zwei is a lot more compact but it manages to be fucking stellar every single step of the way from beginning to end.
