That is, "Kuwanger" is probably formed similarly to how they began naming Mavericks weird compound "English" names in X5-8 (eg, "Dinorex", "Heatnix", "Pandamonium", etc.). That would probably also explain why he's called "Boomer" (as a Japonism) and not "Boomerang", even though "boomer" is not really an intelligible word in English for any atribute they were trying to convey for his characteristic weapon or powers, I mean).

So, no, neither name Kuwanger nor Boomer comes down to the hasty meme conclusion of "the 'localization team' (even though this was actually the work of Capcom's own Japanese developers for the game, since this is also the same case in Rockman X1) accidentally named him 'Kuwanger' when they meant to put 'Kuwagata'" but rather an intentional creativity choice of the development team to (at least as they believed) make his name stand out better and sound cooler, just as in the case of the Maverick names in X5-X8.
