I don't think it was simply too weak as it was just not designed for anything more advanced than 2600 styled games, however it did have the crazy raster effects the 2600 had which could be used for some relatively impressive effects. There was this 3D tank game (at least I think it was tanks) for both the Famicom and 7800 and the 7800 version blows the FC version out of the water. Scrapyard Dog is probably the closest thing the 7800 has to an "NES styled" game, but even it is very simple in scope, with Hanna Barbera-esque looping backgrounds.
