P99 devs and players aren't interested in new content, they just want to keep doing the same thing over and over while complaining about the same issues indefinitely.

Doing anything significant would probably require a new client and the ability to import all the old EQ 3D assets into it. As far as I'm aware there was only one guy who actually managed to fully figure out that shit and he disappeared without releasing his code. Everything publicly available just does basic zone geometry and textures.
