Give me a quick rundown on the state of Saturn emulation in 2019

My local charity shop has a new Sega Saturn with about 5 or 6 games, including Sonic Jam and Virtua Fighter 2 (can't remember the others), and a gun. She's going to put it on ebay but said I can make an offer.
What is a reasonable offer I could make? I don't want to come across as lowballing or offer way higher than would be accepted.
UK btw if that makes a difference.

I had both a Nintendo 64 and a PlayStation when I was a kid, but I never knew anybody who had a Sega Saturn. The only time I've even seen the console IRL was at a Circuit City kiosk many years ago. I've always been intrigued by the Saturn, and I'm considering acquiring one. I'm aware it's something of a niche console and I've seen the games fetch some pretty high prices. I'm not worried about trying to build a Saturn game collection as long as I can somehow play the games off of an actual Saturn console.

Will I need a modchip to play burned discs (like a PlayStation) or is there some sort of flashcart?
How much money should I be prepared to spend on a working console and the necessary peripherals?
Is there a particular model that I should keep an eye out for?

I heard it was designed for 2D games and did them well, but making 3D games was a round peg square hole situation. It came out too late but had the potential to make god-tier 2D games.

Why wasn't there a Sonic game on this? Why did they even release the system without a Sonic game even anywhere close on the horizon?

Even Nintendo un-fucked itself by releasing the pathetic Super Mario Sunshine less than a year into the GameCube's life.

Ausfag here, looking at importing pic related from Japan since I don't want to have to mod one from Australia to play vidya at 60hz and Jap consoles tend to be cheaper.
I managed to get a power supply for my Super Famicom that converts the voltage without the need for a seperate step-down converter which does the job great, does anyone know if something similar exists for the Saturn? Or will I need to get a step-down converter?
If so, what kind of converter does /vr/ reccomend?
