it's not just this really, it was also the trend of the time. you could see this shift everywhere in the 90s, everything was moving from the bright 80s to dark and gritty mid 90s. take wrestling: it went from neon colors and cheesy outfits to attitude era seriousness, grittiness and lack of color. take music - it went from hair metal to Nirvana and other grunge. take movies—cheesy bright flicks got replaced by rather bleak-looking and serious movies like Matrix and LotR. it simply took longer for vidya to catch on since it usually was lagging behind.
and by the way, it still stayed mostly like this until late 2010s when we came full circle and 80s nostalgia became big. you still look at half the movie posters from mid 2010s, they will look pretty gritty with prevalent greys—and I'm not talking some dark movies, I'm talking Marvel and Harry Potter.
