This was the biggest blunder of the series, but modern fans are so busy autofellating RE4 that they don't realise just how much it shat the bed when it comes to story. They could have just taken out that monologue in the beginning and had it be a spin-off, but no, they went and drove the series off the rails with no chance to recover.

It's kind of hilarious really, the irrelevant cop from RE2 comes back as a meme and kills any chance of the series having any satisfying closure, may as well have been Steve pulling the trigger.
