IV is the pinnacle and V is basically a whole game for the final chapter of IV. So yeah start with II, then if you like it go back to I then play IV. Alternatively you can get the new Steam release of I&II and play in order, then jump to IV.

The games are incredible and really make fire emblem look fucking sad, especially because the FE characters have no sex or romance and Langrisser is balls to the wall with that stuff. You even can get a real waifu that gets special cutscenes and voice cues.

Also, hilariously, the mobile game "Langrisser M" is really well done and tons of fans, including myself, enjoy it. It has some gatcha but it's so fucking fun to play.
