Main issues are Sonic's jump attack is terrible for taking out enemies, and a focus on platforming in 3D is terrible always.
The former can be rectified with Sonic's homing attack, which didn't exist in Sonic World but did exist in Sonic Adventure, so it's dependent on the belief that Sega would have figured that out in time. The latter can be not solved, but at least mitigated by proper level design, use of shadows, and large enough platforms to allow for control issues.

So yes, it absolutely would have been possible. Sega's ability to deliver is a separate question entirely.

I liked the Green Hill Zone in Sonic Adventure 2. That was cool. Unlocking additional content is cool.

It's too bad there was SO MUCH SHIT TO UNLOCK that even that wasn't worth it.
