The SNES Final Fight during the opening sequence, when they showed Jessica tied up by the Mad Gear on Haggar's TV monitor. I didn't realize she was supposed to be wearing only her underwear until I saw a screenshot of the Mega CD version on EGM. I wonder why they dressed her up anyway.

Also, Marian from Double Dragon deserves a mention, especially in the first arcade game when they showed her panties while she is carried away over the shoulder by Williams after being knocked unconscious.
