Unless fire/flash actually blows out of the holes, which I don't see any evidence of it being drilled into the barrel, that might as well be barrel shrouds for all you know.

Pic related is a Sterling L2A3 9x19mm submachinegun, it has a perforated barrel shroud, it serves a purpose, making sure you don't touch a gun-barrel that could be really hot from the gun firing.

Also, I haven't seen the latest Brutal Doom shotgun, but it can't really be blowing flash out of the barrel shroud/heat shield? Are you sure it's not a muzzle-brake or something?
