Unless you're roleplaying a bard or something, lower your points in Personality and put them into Strength or Intelligence. Speed is also very useful, if you are going to be a nord. You can make yourself more vulnerable to certain conditions to increase your exp. multiplier, with little actual cost. This will be playing on "easy mode," but if you're just playing for the first time, I recommend it. If you go with a predetermined class, a basic fighter or healer is alright, but none of the premade classes are really great unless you are looking for a challenge. (Legend Mode: Beat the game as a Bard.)

When you're in dungeons, try interacting with objects that just look like decoration - they will often open secret doors or teleport you. There is an inn somewhere that has free daedric equipment, if you feel like "cheating" you can bing it. Language skills are mostly useless, and should only be used for roleplaying purposes. Your level is based on your proficiency in your primary and secondary skills, so you might consider choosing the skills you're either going to use most, or the skills which you can easily level in between quests - A common technique is to make acrobatics a primary or secondary and train it by running around and jumping all the time.

Buying a cart costs less than a horse, but you still get a horse. However, you don't get the fast travel benefits of owning a horse if you only have a cart (I might be wrong, it's been a while since I've played vidya). Be careful where you sleep, you can unwittingly get in trouble for vagrancy even if, logically, the place you are sleeping should be fine. For example, sleeping on a balcony is just as illegal as sleeping in front of a bank.

Speaking of banks, your credit and political stance is region dependent, which means you can rob and scam your way to riches in one area and flee to another province - This can cause problems though, if you ever need to go back.
