No reason to use 15kHz. You can do 480i on 31kHz too. There's a reason converters like OSSC scandouble too (and a non issue on PC VGA or HDMI/DP converters).
Pic related is showing 480i, while running on the same monitor the picture was taken on.

It's a really "shitty" monitor though and forcefully deiterlances. You don't get beefy scanlines redditors love so much.

Totally unrelated to this topic. But Microvitec 1438 for example is one that I own, also two Sony (one is a panel), even do straight up composite, still PC monitors though, don't remember those models from heart.
