This isn't true. Some of the models with rgb+svideo have economy counterparts with just svideo. Svideo seems to be on everything from the late 80s on. The only pvm branded monitor I've come across without svideo was like pic related, which was from 1985 so it predated svideo.
Rgb is pretty common but still not really a sure thing. YPbPr is mostly restricted to later model 600tvl monitors and up. Bvms usually have rgb+YPbPr but not, svideo.
You should always double check.
