if you want to downscale 480p content to 240p the best options are

extron super emotia - old hardware, difficult to find complete and usually expensive (has some minor issues with color)

Mimo genius 2 - new hardware, very expensive (around $350 and you have to buy direct from the manufacturer)

PC with a graphics card capable of 240p - easier and cheaper solution, have to find the right GPU ( typically ATI or AMD) and you basically have to build a small computer around it and a special distribution of Linux or Windows XP

SLG - scanline generator, the cheapest and easiest solution. you're basically faking scanlines by eliminating lines of information on the screen. done correctly it can be extremely convincing and almost impossible to distinguish from the real thing. the main difficulty is fighting a way of converting everything to a VGA signal acceptable by the SLG ( if you're just running it through a computer or scaler it shouldn't be that difficult) (note: the display will still need to be capable of 480p or 640x480 resolutions, because it's not real 240p)
