Yeah, that's stupid as fuck, don't buy that. Retro PC hardware has been having it's own bubble for several years, for which YouTubers are also partially responsible.
You might be able to find a 5900XT/SE (they're the same cards, just labeled differently by their manufacturer) for a more reasonable price, or a 4200 Ti. They'll be just fine for almost everything you'd actually want to play on Win98, including a lot of post-2000 games.
