Depends what you want to emulate and how much money you want to throw at it. At this point It's just a pick your poison situation.

PC
>+Emulates everything, depending on your budget
>+Can use whatever pad you want
>+Can be used for many other things
>-If you aren't tech savvy can be a chore to setup
>-Have to tinker with many pads to make them work
>-Most expensive option

Raspberry Pi5
>+Emulates up to PS2 and GameCube
>+Easy to setup
>+Very small
>+Reasonable price
>+Can be used for many other things
>-Too overhyped

PS3:
>+Can also play PS3 and PS2 games
>+Good emulations choice
>+Cheap as fuck, probably the cheapest here
>+Too good


Mini consoles BS:

My point was for local retro shops. I stopped going there the moment I noticed that they barely have actual PAL retro titles (I live in Italy, if I want to play games I'd rather have them for my PAL systems), mostly are JP imports and they will also treat you like dirt unless you have something that intrigues their attention and truly want it off your hands: in that case you instantly become their best friend.
I can't blame them, though. This is no longer a market fueled toward passion but It's just plain scalping at this point. Being a local retro shop also means that if your customers are retro collectors too if your prices are lower compared to online shops you're dealing with hoarders who will just buy everything off you just to sell it at market prices. If you're trying to sell higher than online shops retro collectors will avoid you because they'd just buy online at this point. I don't think local retro shops will make a lot of money anyway.

Because the PS2 was a chore to program for compared to OG Xbox or even GC (which got its homebrew scene going thanks to Wii which started homebrews in GC mode). Porting a game is different but the concept is still there. Following your logic, why bother porting Super Mario 64 natively on the Wii, for example, if it can run the VC one, or even a Nintendo 64 emulator and so on? That's down to "for the sake of doing it". Answering your other question (which I forgot), a Raspberry Pi is not easy to obtain nowadays. It become extremely expensive. If you want something as close as the Pi just get a Xbox One, a PS3 or a WiiU depending on the library you want to play. Those are the prime choices if you're after "Pi tier emulation"
