They're called multi-sync monitors.

I know NEC made several.

15.6khz if you want to use it for retro consoles and some arcade boards.

~24khz for other arcade boards

31.2khz for PC, and newer consoles(PS3/360/WiiU). Some newer arcade games also sync at this to my knowledge, but then again, they're just running on modified PCs anyway.

I've actually been planning to pick up something in that range specifically for my PS2, Wii(actual Wii games only)and possibly GC games.
Saw one for $70 at a Salvation Army a few weeks ago, but I'm completely broke.

Both are technically "component video" signals
RGB is using pure Red Green and Blue to determine what it displays.

What is known as "component" is actually color difference. It uses what is essentially a greyscale copy of the video signal "luma" which it combines with a red and blue signal to extrapolate the green content of the video signal. If I remember correctly, it uses slightly less bandwidth than actual RGB, but the quality difference is minimal.

The US already had a few standards going around, and I would think that SCART/Peritel connectors would be more costly to make than generic RCA "Phono" connectors.
