Yeah, the vertical thing is an indicator for what charge attack you got armed. Or it'll be grayed out when the gun's overheated.

Okay so the meter tracks your ammunition, the bullets on top count down one by one, and each magazine represents a full row of ten.

The colored meter grows when you charge up your gun when you get that ability, and which charge mode is shown on the right.
