mods can be tested by equipping the item, readying the skill, and seeing if it changes the magnitude on the character sheet (C). +skill is about the only commonly-occuring thing that affects spells though. There is no one-stop source for all documentation related to magic modifiers. And the rules can be complex.

For instance pic related has a shitload of rules. The +302% Enhanced Damage applies to skills/swings that use the weapon's damage rating, and only affects the portion of the attack involving the weapon's physical damage component. "minus x to enemy lightning resistance" affects lightning damage dealt directly by the holder of the weapon; it will affect the chain lightning proc listed there and more importantly if a sorc carries the weapon, her lightning spells will be affected by this mod. If a sin carries the weapon, her traps will not be affected by the mod, because traps are considered a separate actor from the character. It does not break lightning immunities either. But the conviction aura does. Its magnitude will be reduced to 20 percent normal when breaking an immunity. But with the immunity broken, the "minus x to enemy lightning resistance" DOES start working, at full effect. Really simple game, diablo 2.
