Don't bother thinking about it, you'll just get a headache.

Explaining it is a pain in the ass, but there is a large majority of Japanese people who despise gaijins and are not willing to work with them or trust them with anything considered of "national" value, plus there is a huge cultural barrier between preservation for both US and Japan (and copyright laws are draconian, just TRY to pirate a BIOS in Japan, that shit is very protected by the law cause of how proprietary it is)

Oh yeah, and Japanese people get super pissed at you if you DARE to go against their conservative "No one but Japan should have this :)" mindset or break some copyright law (even though they pirate shit as well regularly),

TL;DR: Japanese people suck at preserving shit and have to rely on gaijins which half of Japanese community detests for some reason and have distrust over.
