Hacking is a tactic made by teams to intentionally foul a player that isn't good at shooting Free Throws to send him to the Free Throw line. That way, it lowers the team chances to score a basket, rather 2 or 3 points. It is mostly used when teams have already fouled out 5 times in the quarter and therefore any extra foul leads to a free throw and also against Big men (Centers) (6'8 and up) cause they're usually the least talented players to shoot a FT because their angle of shooting is smaller that a guy that would be 5'9-6'7.
It was popularized when Shaq used to play, because he was so dominant, but his only weakness were besides 3-pointers, free throws, he couldn't shoot a FT to save his life so opposite team did it to weaken him. Some did it even for the lulz, like Popovich with the Spurs

tl;dr: You're hacking a Basketball team when you send their shittiest FT player to the FT line constantly during key moments of the game.
