They technically did, complete with a brand new engine, but it was wasted on more Genesis ports. To me this is like the equivalent of getting Super Mario All-Stars + World on N64 instead of Super Mario 64

Probably the best versions of the genesis Sonic games and yes it includes the lock on feature.

They are also proper ports.
