I just tested the same thing with the GC version in regular 480i put under the same settings, and you get similar results. Last time I brought up differences with CvS2 between systems, people claimed that the PS2 is display or rendering at a lower resolution; Whether that is true or not, I can't say, be it seems pretty likely that the GC version is having some sort of filtering applied to the sprites at the very least, as everything is softer and less defined than the PS2 version. Some menu graphics do have some jitter, but in game, the sprites are damn sharp as are the majority of the backgrounds.

It seems some stages, even on the PS2 version, cause the sprites to be softer for whatever reason, but it some sort of effect specific to that stage, but it is a thing.
London, Barentsburg, and Kinderdijk all look wonderful.
Shanghai in particular seemed to be the biggest offender for whatever reason. Perhaps due to the background.
