I understand you could make the sprites and they don't take up THAT much room. From the dev studio's standpoint it makes sense to limit file size and man hours put into making sprites. It might be lazy for 16 bit, but I think it was just a carry over from how it was always done. I mean, if children didn't care, why spend the money on it.

Now if you are your own game dev doing a passion project, then yeah, sprites for days for every little thing. If you're in the industry in the 90s nobody cared about that shit, it was about saving money and space.
