yes you can do it easily, and there is no need to own the manufacturing equipment
1) source parts from china
2) design a PCB in kicad
3) have a board house make a run for you
4) have a company 3d print a nice shell
5) have a company print a nice glossy label for you
6) assemble the circuit, close it up in the shell, and apply the label
use a licensed cart as a template if you don't understand how to efficiently design one. also, you may need to source a lockout chip from a sacrifical cart, or otherwise modify your console to disable the lockout. also also, most NES games need a mapper, and if you want one, you'll either have to source one from a real cart or put in an FPGA (relatively expensive and makes the circuit much more complicated)
