Alright, finally got it to work after an hour and a half of fucking around with it. And in typical Diablo 2 modding fashion, the hardest part was the part that sounded the easiest. Here is what you have to do:

>take a minion that does whatever
>change the minion's AI to shadowwarrior
>enable the minion's inventory in monstats.txt
>go to weapons.txt and create a new weapon type
>go to states.txt and create a new state called "trap" that has "transform" as 1, "disguise" as 1, "gfxtype" as 1, and "gfxclass" as 415
>go to uniqueitems.txt and create a unique item with your new weapon type, and set "nolimit" to 1, and with par1 as "state" and prop1 as "trap"
>go to monequip.txt and add in a section for your minion that has the weapon code corresponding to your unique item, "loc1" set to rarm, and rarity set to 7

You can't just change the AI to shadowwarrior alone, because then it can move because the shadowwarrior is a moving AI, defeating the whole purpose of a stationary trap. So you have to do this gigantic roundabout just to change its graphics to be a trap (note that it already looks like a trap) and this somehow makes it stop moving. The logic makes no sense, but it works.

This you actually should be able to do trivially. Quite a few different AIs can use skills, including stationary ones, so all you need to do is give it the strafe skill, give it a bow and select the right AI.
