No, that's the wrong place.
That underwater tunnel was very long, narrow and straight, covered in some sort of medium-bright greenish texture (I think it was bricks, but im not sure) with a small window to surface from, and was leading into a small very basic square room with a single grunt in it, and maybe some shells.

I played Quake a lot over the years and I'm 100% sure that place isn't anywhere in the original levels. Which lead me to a conclusion that I accidentally launched one of those early usermaps the warez version of Quake came packaged with.

Also It wasn't Vallejo, but Luis Royo image onn the cover of that warez CD . I'm 95% sure it was picrelated, but maybe it was some other of his babes with same pallet and style (which is like more than half of his work, but this looks closest to what I remember that I could find on basic google).
CD itself is lost to time obviously.
Other contents of the CD were: Final Doom, Duke, Witchaven 1 and 2, Heretic, Hexen, and some really stupid paintball game. There may also have been Blood in there since I remember playing it back then, but don't remember where I got it.

There definitely were some shovelware-tier levels for Duke and Quake.

Am different Russian. Can confirm. My first PC in '96 came with Final Doom, Doom 2 and Heretic pre-installed. Later my dad brought over a bootleg CD titled "Best games '96" (with picrelated Luis Royo painting on the cover) with Duke and Quake with an assortment of levels.
