She does have a shotty equivalent, but it's not the bow-gun, it's the grenade launcher. The explosive rounds fill the role of close range crowd control spread-shot better than the bowgun.

The shot-gun and magnum are better than Claire's weapons, but overall Claire has a fantastic weapon-setup and seems to have more ammo to work with. You can even treat the b. gun as a bonus weapon to spam against zombies.
