If you don't care about CD games and just want to play the HuCards, you can spend less than $200 for a PC Engine setup and a flashcart with the entire Japanese and North American card libraries.

Update to this post: I got impatient and decided not to give that piece of shit my money. Pulled the trigger on a Super CD Rom2 and Arcade Card Duo. Saved me about $100 that way.
