You can be as anal and melodramatic ("insult to romhacks", really) as you want about this issue, but people want cool overworld maps, and it wouldn't even have been possible to fit all submitted levels into one hack this time if it weren't for the chip, so it won't be dropped anytime soon.

The most that could be done, which is something I'd find perfectly valid, is to disallow the use of the chip during the design of the levels themselves; that way, the levels would still be vanilla -- which is the whole point -- while the compilation hack itself wouldn't -- which has always been and absolutely must be the case, considering the fact that things like judge rankings, completion tracking, and even compiling the levels into one ROM require custom code and whatnot, and also that the overworld maps haven't ever been vanilla so it's perfectly acceptable to use SA-1 for their sake.
