It's because gold and silver are running off the original gameboy pak hardware, they really should be seen moreso as gen "1.5" but I digress
Crystal was featured to be used with the mobile GB, for use of having online capabilities long before they returned in gen4 and needed the extra cart space to do so. Unfortunately the service didn't last much longer than a year and didn't see outside of Japan, it was pretty ahead of its time.
