This mostly comes from eceleb reviews of the game. Notably ProJared made this criticism. And every time it comes up you can be assured that it wasn't someone who played the game, it was someone who watched that review of the game and aped his review.
There are two short dungeons about 1/4 of the way through the game where physical attacks are ineffective. One of them is only a single level, straight line and you can run from the encounters if you want. The second one has a boss fight that can't be avoided. But the game provides you with the ability to win. There is a hidden dagger in the Viking cove that casts lightning, and in the Gnome village there is a hidden staff that casts fire. They have unlimited charges and those two items alone will get you past every encounter. There are also consumable items like Antarctic Wind and Zeus's wrath that non magic using characters can use to beat this short and easy dungeon.
The other one that always gets brought up is a dungeon, also pretty small, that has enemies that devide and respawn when physical attacks are used against them.
If you can one-shot them they don't divide. You can either switch a party member to Dark Knight whose physical attacks will not cause the enemies to divide, or seek an alternate strategy. The use of magic and magic casting weapons, and items can be used.
