That one would be pretty tough. To make the authentic color face anyway. It would require an extra sprite and the game already suffers from slowdown as it is. Double speed mode might make up for it though.

That's nonsense. NES sprites could only be 8x8 or 8x16, which means that every single Mario sprite actually took up multiple "hardware" sprites at once that all moved at the same time to look like one big one. You could very easily just layer yet another sprite on top of those that added additional colors, and that's actually precisely what Mega Man did. Most devs were just lazy.
