Modern emulators support HD graphics packs. To my understanding, they do this by replacing what's displayed when the emulator attempts to load graphics from a sprite sheet or other sort of graphics.

Essentially, going off a sprite sheet like this (Which is mainly so that humans can visualize each "frame" of a sprite's animation, in reality all of these are compacted together in either 16x16 or 32x32 pixel chunks), if you scaled up each frame to 8x the size, redrew the sprite on top of it, and then saved it in a format readable by the emulator, the emulator would realize that when attempting to load the first frame from the game's ROM, instead load this replacement on the new sprite sheet. This is because the display for an emulator is more an abstraction of the real thing and doesn't have to conform to the limits of the original system.
