SuperFX carts are expensive and in very limited supply. Emulating it on FPGA is easier from a manufacturer's perspective, but it hasn't happened yet.

The proper reason why you can't use real SuperFX chips in a flashcart is because the chip sits between cartridge pins and ROM. All ROM accesses go through it and it has a very real effect on the mapping of the cart. SA-1, CX4 and a few others are also like this.

DSP-1 on the other hand is isolated, so it can be present on a generic board without causing too many problems.
