Because controller is meant for when you can't easily access a mouse or a cursor is useless? I.e. at resolutions like 240p or on systems/setups where a mouse is out of reach, on your TV, etc. Dedicated hardware that only use a controller, i.e. Switch, Xbox, handhelds or consoles, etc.

Also I don't see it any less or more intuitive, you're playing /vr/, you're already used to using controllers, it's only a couple presses each time to pick a game when you want to play, after the initial setup.
I much prefer that to grabbing my mouse every time, even when I'm playing behind the PC. But you do you, to each their own.

Yes, like RetroArch, literally has a UI for mouse usage.
