For fuck's sake man, I know the dithering algorithms are as old as time, I'm saying they didn't use them. Some games used it as a pipeline, some artist would do the actual HD art, then they would scan it and use the lines to create the baseline. Then they would recolor it pixel by pixel, it's not an automated process. I'm starting to wonder if you're just bored and being a troll, which is that case don't waste my time because you have no idea what you're talking about.

You can try and downscale any image you want and downgrade to 16 colors, it will never have the same effect. You're either in denial or you're a dumb dumb. Again, you don't have to like it, it's all up to personal preference, but don't go saying that it was an automated scaling process, it wasn't.
