Yes, that's the point. It's evocative, not representative. Good pixel art exists, but because modern computers don't need simplified images any longer, it's become hard to find good pixel artists and even harder to become one.

Those were all the rage back in the early 90's, even though Mach Breakers came out in 1995(?). Besides, she's in a game that's basically Track & Field on acid; Why WOULDN'T she be wearing something close to a Runner's/Swimmer's suit?
