You know that proper road builders will sometimes actually lay up temporary routes that let you pass around on the side if you have to do work on all lanes, right? They already have this method in place, this wouldn't be some sort of unique scenario for ancapistan, and it's one that people have already thought about and have solved.

I've driven up to spots where they're redoing an entire road surface, and they piled up sand and gravel and made a small temporary road so you could move past them while they continue to work.

The way you brought it up was mentioning a pothole, which presumably wouldn't involve closing off an entire highway, rather instead just sectioning off a small area, then sign for people to slow down and go around because roadwork.
If you were actually having to do work on a big highway, I'd assume that's not something you'd do by yourself with a wheelbarrow and a shovel, you'd look to hire a professional firm that'll know how to do that efficiently.
