I'm not a good spriter, but I use photoshup.

Eriance had a tutorial about how to do that, but all the images are broken.
Suffice to say, yes, there is a way--I believe it boiled down to "draw outlines/basic details of all the frames on paper, scan it in, draw over it in photoshup".

Whatever you're comfortable with. You can scale down sprites you made at a larger size via the actor, which is different from normal Photoshup scaling because all the pixels are left intact--they're just made smaller.
For demonstration, pictured is the Yakuza enemy from DemonSteele.
From left to right, it's Doomguy, Yakuza scaled down to match Doomguy's height, and the original sprite size.

Just keep in mind that the smaller the sprite size, the harder it is to take care of finer details.
