The history of Dragon Ball in the west is very fascinating actually.
As far as I know the first attempt to bring DB to USA was by Harmony Gold (same guys who created Robotech out of Macross, Southern Cross and Mospeada), I think they renamed the series "Zero and the magic dragon" or something, and Goku was called Zero. Some other characters also had different names, like Yamcha = Redacki.
AFAIK it did air in USA for a bit, or maybe cable TV, but it didn't go very far, I think maybe only the Pilaf episodes, or up to the tenkaichi budokai or so.
What's more interesting is that somehow, this early localization by Harmony Gold was also used for the very first attempt at localizing dragon ball in Mexico (and the rest of latin america, which gets the mexican dub), I think this was around 1995 or so. However, quickly after, Mexico did a new dub, this time with the correct names, and they continued and did the whole series, and then Z. By 1996, Dragon Ball, the original, was a hit in all of Latin America.
USA had to wait a bit more, as it wasn't until around 1999 or 2000 that DBZ started getting popular in Toonami, and the original DB, as far as I know, was like a "side-series", they didn't watch DB first, and then DBZ, something like both aired at the same time, but Z being a lot more popular.
I do remember that the Garlic Jr DBZ movie was one of the very first anime DVDs I'd seen in stores, around 1998.
