I believe that Sagat's design is inspired by the character Tong Po from Kickboxer. A tall bald East Asian man and martial artist. There are men who look like that.

Later designs made him much more bulky, and more European looking.

I like the SFII models the most out of the series since they are all much more plausibly built with not that much exaggeration. Later designs draw more from bodybuilders and they are too bulky.
