The JVC and panasonic sets perform termination on those switches. if you have nothing connected to the outputs, set them to 75Ω. If you have something connected to the outputs, set them to open and set up termination on the thing that the output is connecting to (or if it has no switches it's probably internally done).

So those switches toggle termination, yes.

If you ever needed to terminate something that didn't do it automatically AND didn't have switches (or if your switch was stuck to 'open') you'd do it like this.

Oh also, I understand this isn't "ideal", but you can terminate s-video pretty easily by just doing this with 75 ohm resistors if you don't have a switch for it and it doesn't do it automatically.
