It used the villains from the fourth SNES game (Seppukumaru and his crew); but the actual series was kind of a "characters jump out from the video game and end up in modern Japan" reverse isekai. Somewhere around I have a signature from Goemon's dub actor - probably not a huge claim to fame but a fun oddity.

Thanks for bringing this up, looking them up made me realize the two Goemon OVAs got fansubs not long ago
