Licensing hell. The MM IP is supposed to be owned by Enix, which is now merged with Square. Meanwhile, the game was developed entirely by Treasure, and was published in the west by Nintendo.
The PS1 game Rakugaki Showtime has Marina as a selectable character, but that game was apparently recalled from stock due to copyright issues, likely in part due to Marina.

The same designer for Mischief Makers worked in Guardian Heroes and Radiant Silvergun on the Saturn. In fact, both games have green haired girls that look similar to Marina.
Also Gunstar Heroes and Bangai-O. No green-haired anime girl, but they have that late 90s anime style.
